As the legislative session draws to a close, the atmosphere at the State House is reaching a fever pitch. Long-simmering issues are now emerging, prompting intense discussions and decisions. The ABC lobbying team has diligently monitored developments and advocated for merit shop principles throughout Augusta. Here’s a brief overview of the significant events and legislation emerging from this session:
In March, Governor Mills introduced the Supplemental budget, sparking negotiations as legislators advocated for district and statewide priorities. In a surprising early morning decision on April 6, the Appropriations Committee voted to cut $60 million annually from the transportation budget, reversing bipartisan changes supported by ABC and jeopardizing millions in federal matching funds. This alteration threatens the Maine DOT’s future work plans. The move was criticized by Republicans and Maine DOT Commissioner Bruce Van Note, who described it as “disheartening.” Governor Mills also expressed her disappointment the next day. Despite lacking the votes to enforce these policy changes, Democrats have disrupted the budget process, necessitating a swift resolution by April 17.
In this session, the committees where ABC is actively engaged have considered several bills. Our lobbying efforts have concentrated on the following key pieces of legislation:
- LD 373 - An Act to Improve Labor Conditions for Maine Workers: This bill proposes labor harmony agreements for numerous state-funded projects. ABC Maine has voiced strong opposition. The bill is currently progressing through the legislative process.
- LD 1929 - An Act to Protect Consumers by Licensing Home Contractors: ABC Maine has championed this bill for over two decades, which has now passed both legislative houses. However, it faces significant challenges in the appropriations committee due to its substantial fiscal implications.
- LD 1983 - An Act to Establish the Maine Buy American and Build Maine Act: This bill was unexpectedly defeated in the House by a bipartisan vote of 59-87. Senate President Troy Jackson (D-Aroostook) sponsored this recurrent bill. ABC Maine’s Larry Grondin testified against it, influencing the debate led by Rep. Randy Greenwood (R-Wales).
